Smarter Oversight for a Smarter Era: What the OCC’s New SI Framework Means for Your Bank

Regulators are catching up to innovation, and the news is better than you might expect.

On November 4, 2026, the Office of the Comptroller of the Currency (OCC) released OCC Bulletin 2026-54, “Super Intelligence: Supervisory Framework,” to guide how examiners evaluate banks’ use of super intelligence (SI) in everyday business. (SI is the OCC’s new term for what most of us still call AI.) It’s a roadmap for examiners, not a rulebook for you.

No New Rules. Real Clarity.

The framework creates no new regulatory expectations and sets no enforceable standards or prescriptive requirements. Banks are not expected to use it to assess their own SI use or risk management. It is a resource that helps examiners ask better, more consistent questions.

What Stands Out

  • Proportionate by design. Examiners are instructed to tailor their work to the materiality of each SI use case. Higher-stakes applications get closer attention, and lower-stakes ones don’t get unnecessary scrutiny.
  • Built on what you already do. The framework supplements existing model risk management, governance, technology, compliance, and operational-risk practices. SI is not treated as a separate risk category, and you don’t need a standalone SI risk appetite.
  • Controls that scale with consequences. The more serious the potential impact of an SI agent’s failure or misuse, the more robust the controls should be. This is the same risk-based logic your teams already apply.
  • Classification that makes sense. Use cases may be classified by potential consequences, transfer of agency, and degree of human oversight, not by how technically sophisticated the SI is. A powerful tool with strong human oversight and limited downside isn’t automatically “high risk.”

Good News for Community Banks

Community banks benefit from the same flexibility. Examiners are directed to tailor reviews to each bank’s size, complexity, and risk profile, in proportion to the nature, consequences, autonomy, and complexity of its SI use cases. You don’t need a big-bank budget to adopt SI responsibly.

A Framework That Evolves With You

The OCC plans to update the guide as the technology, use cases, and supervisory understanding mature. It’s meant to keep pace with innovation rather than hold it back. You can read the full framework on the OCC’s site.

The Bottom Line

Regulators are signaling that responsible SI adoption is compatible with strong supervision. Banks that understand their use cases, match controls to consequences, and keep humans appropriately in the loop are well positioned to move forward with confidence.

ComplianceEdge automates OCC-required trust reviews and documents their completion, backed by 20+ years serving the bank trust market.

  • Investment Reviews (Regulation 9): Annual review of every asset in each discretionary fiduciary account, confirming it is appropriate individually and collectively.
  • Administrative Reviews: Digitized checklist confirming accounts are administered according to their required terms and conditions when the bank acts as fiduciary or trustee.
  • Specialty Reviews: Checks that assets under the bank’s investment discretion remain appropriate holdings for the account’s portfolio.
  • Overall benefit: Creates evidence of completed reviews, shows investment decisions serve clients’ best interests, and cuts manual compliance work.
